Power Surge becomes unusable?

So I've been using the skills Blood Rage and Power Surge in combination when farming resources for their attack speed buffs.
However, I've noticed that after a few uses Power Surge becomes unresponsive (as in: The skill is off cooldown and I press the button but nothing happens). It only happens with Power Surge, Blood Rage is always usable, and it's definitely a problem with the game as it does not matter which hotkey it's bound to and both physical keys in question work just fine*.

Edit: Once Power Surge becomes bugged, it sometimes fixes itself after a short while but other times I have to rebind the skill from the menu to have it function again.

Since it might be relevant, I'm using the following spell jewels:
Power Surge - "Grim Star (+5% move speed, lethal attacks increase duration by 1s, up to 3x)
Blood Rage - "Craving Rock" (+Removes all negative effects, shield for 43% spell power)

* Hotkeys are all bound to default settings (R + C)

same here, power surge wont activate so i have to use a different skill. :(

Yep, I can confirm this is also an issue. At first I thought it was because of a "removes all negative effects" gem not having anything to remove or something, but swapped gems and it also still seems to persist. Also changed keys to make sure it wasn't a bad key on my keyboard, and spell slots. Glad to know I'm not crazy about this. Very infuriating.
