Gravel path flooring issue

So I want to connect my main castle chamber to a exterior workshop, using outdoor fencing and gravel paths, but the last gravel path will not place due to being blocked by the wood boards of the workshop- on the next tile over. I don't know if this is a gravel path issue of a workshop flooring issue. Also, could you make it so flower pots fit on the exterior parts of the gravel path- the section not gravelled? I kind of assumed from the path design that intuitively that would be the case but apparently not.
