Why no high quality blood types high end?

I have 300+ hours into the game more than enough to beat it. I have never once seen a 100% blood type in brighthaven or even close to 100%. I feel they need to increase the odds. I want a big Paladin or a priest but they are never above like 60%.

If you ever run into one of them with high %. Make sure you charm them and lock them into your prison, so you can endlessly drain its blood, long as you keep it alive by feeding and stuff.

I've seen numerous 100% villagers and soldiers in brighthaven, and a few high 80s / low 90s lightcasters and paladins and such, suitable for conversion to servants. As people have said, you need to clear spawns for them to have a chance to appear. If you aren't doing that, the reason you aren't seeing 100% bloods is that you're seeing the same npc spawn over and over again.
