Whats with these inaccessible areas?

So I've noticed two areas on the map that are, as far as I can tell, completely inaccessible even after you have gotten all the powers/soul shards/V Bloods in the game.

One of these is the ruins in the center of Dunley Farmlands. I can fly over them in Bat form but cannot land.

The second is the blacked-out area on the map that is east of Dunley Farmlands. The road leading to it from the Cursed Forest is blocked by rubble and the bridge leading over the chasm from Dunley Farmlands and Hallowed Mountains are both out, furthermore flying in Bat form runs into an invisible wall. I know it's not Gloomrot since the map showing Gloomrot shows it as north of Dunley Farmlands, and the blacked-out area is still there on the map.

Are these areas supposed to be accessible, and if so, how?
