I just opened a server and added a single camera mod and didnt know if it would keep the people that were playing there locked out until they found the mod or something.
Example : My Server (Single Camera Mod)
All installed within the server browser without having to subscribe to that specific map from the workshops. And it's not just for black ops 3 but for other games. The problem with this is, people don't know that they are installing additional content that didn't come with the standard base game.
For Dying Light and Far Cry 4 map developer tools, they strictly only allow you to download only what the base game provides. Now this is for games that allow community maps.
For games with no community maps such as Aliens: Fireteam Elite, just joining a server, the mods will function correctly through the server to the clients, but the visuals will not show. Like a custom turret or bot skins. The other clients would have to install the mod to visually see it.
So it really depends on what game and whether your downloading a map, mod or both via the server.
