If the answer is no, then unfortunately, yes, the RNG is a joke and there's jack you can do about it.
If yes, then save scum until you get a legendary from the vendor and don't waste your time.
Luckily I am playing solo, but didn't know you could get one from the vendor. Is the save scumming convenient or do you need to do the ol' turn off steam cloud shenanigans?
And its pretty effortless to save scum, I've never adjusted anything in Steam.
Stand in front of the vendor and leave the game to the main menu. Click Load Game and "Go To Directory" on your world.
It'll have your Autosave file listed numerically. On the game, press Continue, buy the item, if its not orange, leave game and tab to your folder view. Delete the most recent autosave. Continue again. Repeat until you get an orange.
Same method for skipping the RNG bs on Irradiant Gruel.
Hell, if you really wanted to, you could do the same thing for skipping the RNG on Research. Only just thought of that ><
