Do act bosses respawn?

As the title says, I can't for the life of me beat Quincey the Bandit King on Brutal (for the achievement). If I lower my difficulty and come back after I have better gear, is that possible? Do they respawn like other V Blood carriers?

they respawn in relaxed too

There's nothing special about the act bosses, they're just markers for progression as they tend to unlock the next tier of equipment.
They respawn like everything else.
