Randomly. Might find it as a drop from a boss, maybe a caravan going through Dunley, maybe in a random shelf in a farm, maybe the book vendor at the farmer market is selling it, or maybe from using scrolls at the study.

You can unlock it at the study with scrolls or buy the recipe book from the merchants in dunley farmlands if they have it in stock.
Or if you're lucky the recipe book can drop from a boss or even be found in chests I think.
