You can put the interval down to 30 mins and increase the time for the active incursions but i guess you want to eliminate the waiting time completely.
They could maybe add a craftable item that let's you force open a rift.
The game first and foremost is made with multiplayer in mind.
Have you tried upping the "Loot Multiplier" under the "Items" section in the second tab? I'm not quite sure how these shards are calculated, since the don't come from the in world destructibles.
