If you use the whip, you're going to eventually take some hits, it's too slow to be practical in comparison to, say the slashers, and basic sword (which also allow you to move while attacking). Even guns have a duck/dive move you can do, while falling back. Whip brings none of this to the table.
Trash weapon is for players who like a challenge. Devs don't care, it's fine because they say it's fine. Move along.
Well yeah, I get that, but shouldn't the literal weapon you get as the last one in the game be at the very least decent? I'm playing in brutal, I don't need more of a challenge after I've gotten to that point with a quite decent challenge already hahaha
It's not fine, the range restriction is one of the worst design/weapon decisions this game has to offer, unrealistic and makes zero logical sense. All they had to do was a make a minimum and a maximum range on it then base the AoE on cursor location and then it would be fine.
I don't care about PvP, PvP games are infested with cheaters, eventually you'll get smacked by the AoE everytime due to auto-aim AI.
Why are you playing a PVP game then? That is like saying that you hate Rust and then loading up and playing on a single player creative server lol.

this isnt a pvp game while it does have pvp its isnt its focus this is very much a pve focused game more so with 1.0
Morning Star in action. Normal whips are meh for solo bossing, but the legendary whip is the greatest thing to ever exist.
Also, whip does better job at close-mid range than pistol on primary attack, because the weapon got an actual splash damage on it's tip like a proper melee weapon. The best way to play whip is to kite the whole group inside it's splash range and watch the number flying due to how reliable the weapon is.
Meanwhile, morning star is pretty much a chef kiss since it buff the ability on already good close-mid range weapon
