Cooldown of what exactly?
You simply have to be precise, since there is already few cooldown settings present even as sliders.

No setting like that AFAIK. It's way more pervasive towards combat system than simply tweaking hp and dmg numbers.
At best you can get jewels to reduce cooldowns for specific spells and maybe there's armor set with that (though I doubt that).

I supposed. Too bad I wanted to reduce them slightly but increase the damage received but it's not possible
I would have to agree...... The dash is just dumb. You literally only have one general option to beat anything - simply outdamage and outlast everything. If you want to beat anything ''higher'' level, well too bad, this isnt about skill. Its purely about stats.
Plenty of games that allow you to dodge as you see fit, with maybe some limitations like stamina. Not this. Last till it refreshes, or be destroyed.

There is a guy who has made a video where he kills every boss 10 levels above his own with nothing but axes.. this game is 100% about skill. I personally don't have it and would love the option to reduce cool downs as well but to say this game has nothing to do with skill is just a flat out lie.

Yeah. That just about describes every boss fight ever.

Powerful cope powers you have. Must be that irradiated copium.

You're 1000% wrong, but if you want to call anyone who points that out cOpInG, there isn't much I can do for you, not being a trained mental health professional.

The dodge cooldown takes some getting used to coming from games that let you spam dodge and fatroll to your heart's content, but once you develop the skills to use it strategically and not waste it when you can simply walk out of most AoEs, it works just fine. Best of luck to you in developing said skill.
Hades has a perfect example of a good evasion mechanic. It still has delay, but its not a spell-like cooldown. If this had something similar, it would be perfect. I mean, were ♥♥♥♥♥♥♥ vampires, for gods sake. A bit of feeding, and a simple high-movement act should be simple enough. At least admit the flaw that is there, Super Cope Man.

It's possible to dodge most attacks by simply moving around... The dash spell is more of a last resort thing to be used strategically for attacks that are harder to dodge. It's not like other games where spamming dodge is a necessity. A game can have slower movement and still be good if the monster attacks match the speed of the player movement. It would only be a flaw to have slow movement and long cooldowns if it made the game extremely difficult for no good reason, which is not the case with V Rising.

I already said my piece. Hades has a perfect example of it being a good mechanic, and WE. ARE. VAMPIRES.
There is no need to elaborate anything any further. Your abstract reasoning capabilities should do the rest of the ''elaboration''.

It’s fine to me. Dodge can be used to avoid “that” skill one has to avoid, or just if they played poorly and didn’t position well.

It might be a little troublesome with some adds in coop ( for example, if 8 Styx spawned gargoyles, assuming 4 players, jump one after another to the same player ) but apart from that it’s ok ( shields and counters can help melee players, as well as those who want to lessen the difficulty ).
Cool story. I like stories.
This posts scream skill issue. Get gud, if can't, get better. People has beaten this game 100%, play relaxed if it is too difficult.

Hades can be difficult. I wouldnt complain about its dodge mechanics. People that scream ''skill issue'' are probably just projecting their own.

99% of enemy and boss attacks are timed so you can walk out of them, if you act fast enough. Dash is for the "Oh crap" moments.

Try it, you can WALK out of all AOE's and attacks if you pay attention.
