Sanguine Mastery and Blood Moon

Please can someone explain how this works?

With the Sanguine Mastery passive it states that it increases the effect of your current blood type by 8% and Blood Moon states by 20%

Is it the effects that are increased or the quality? Ie:-

If you have 72% of a blood type with Sanguine Mastery it will be 80% and 100% during a Blood Moon or is it the buffs that are increased, such as Spell Leach, etc.
