Unless you happen to place that staircase next to a wall.
In which case you are required to dismantle every single thing that is even slightly touching the staircase in order to remove it.
Even if those pieces were not in any way required for that staircase to be where it was.
Found that out the hard way when I wanted to make a corner staircase to the second floor in each corner of my castle so I had symmetrical access to the second floor.
Later wanted to adjust some things and had to remove every wall and pillar that the staircase was adjacent to on both floors in order to finally get the game to allow me to dismantle the stairs ...
