No, not really. It doesn't even control like Diablo even though it's top down. You move around the screen using the WASD keys and all your attacks are skill shots. Otherwise, still no because this is more an open world survival game than a traditional hack n' slash ARPG.

Buuuut would someone that likes ARPG's like Diablo like this? They absolutely could as some similarities are there. What I will tell you is, if you never played their previous games, it's certainly something different and worth checking out.

No. It's similar to Survival games, like Rust or Valhiem, in an isometric perspective. Combat is based on the same system used in Battlerite. So WASD movement with skill shots. Not a point and click like Diablo or Path of Exile. It could still scratch that ARPG itch, but there are plenty of other games more akin to a Diablo-like.

It will have PvE, PvP, Solo Only, Duo Only and Full Loot PvP Servers.
