i don't see how you cut gems by combining them, and i don't see how you combine them.

if you downgrade a gem however, something we cannot do.

Agreed, cutting gems should be 1 crude -> 1 normal+dust. Increase the gem requirements higher tier gear to match, or make it RNG based cutting where you either get the gem or fail and get dust. I think RNG is probably not so bad when you can mine it relatively consistently from nodes and you can even mine the last tier gems without making them.

Be nice if you could use accumulated dust to create a new gem, in the forge perhaps.

But ultimately, not worthwhile. From what I have seen, even on Official servers, getting plenty of gems of varying quality is not an issue at all.
