irradiant gruel bug?!

hey guys,
is "irradiant gruel" bugged? there should only be a 35% to fail, but it fails EVERY SINGLE TIME. i wasted 8 prisoners on 99% and they all mutated. after this mess i tried it with 10 low-level prisoners and they still mutate every single time...with 18 of 18 it is very hard to believe i am just unlucky.
