It's the Building Relic you want, not the Soul Shard type, that one's the amulet. The Building Relic is the same as plants for example, you can equip in your hotbar and use to place it in your castle, same as it was in early access.
One thing I don't get about this at least for PvE is, why not have the new amulets after being placed in their pedestals, work the same way these relic buildings worked? There'd be a logic to it afterwards, of replenishing them after some time as their power is being spent over time, they would be powerful and also come at a cost for that power they're constantly emitting.. I would haven taken that over having to go hunting down admin console commands online.

1. As Toxi pointed out the original classic "building relic shards" still exist in the game files and can spawned in via admin commands, I've already done this for quite some time on my own server.

2. For the existing soul shard amulet system there is a server-side mod which extends their durability, I've not recharged mine for 3 days now they're still at high durability.

3. The Mod Suggestion for server owners to opt in for classic Building relic soul shards with the additional ability to limit the new amulet soul shard system.

The Following Mod has received a major update enabling the option for server owners to enable the old shards to drop in favor of the new shards or both in tandem of one another!
I am in the process of updating from an older version of this same mod.
