100% is VASTLY better than 99%, while 99% is a TINY bit better than 90%. It's all about hitting that threshold.
Take this from someone who's beaten Dracula on Brutal and has over 1k hours in the game: Gamble that Brute immediately. If it fails just take any 60%+ Rogue.
Brute is the weakest of the combat blood types, even after 1.0 Buffs. Main reason is that combat requires you to click buttons, and 3 major blood types (Warrior/Rogue/Scholar) all buff cooldowns of the buttons, but Brute does not.
You can still make Brute work and beat the game with it, but it is not the best.
