Yes and I know by turning it off in this game it fixes all of the stuttering issues that this game has. Its a known issue. If you don't understand then feel free to not respond.
That makes absolutely no sense, and the devs need to fix it.
OP states performance is bad near other players castles etc, thats not a V-sync issue, thats a performance issue. If V-sync causes stutters, it doesnt matter where he is ingame.
Its an issue with The frame limit on V-Sync specifically. Turning off the frame limiter may do the same thing but turning off V-Sync entirely will 100% fix the issue he is having.
Again this is a known issue with the game.

Who the hell are you even talking to? Did you even read this thread before you came in with a random rant? The solution has already been posted.
It has proven to work for multiple people so I would say try again. In your rant you never mentioned adjusting your frame limiter so maybe just go try turning it off or setting it to your monitors refresh rate and see how that works.
I adjusted every setting individually, tried different resolutions. YES, including frame limiter, v sync. I get over 300 frames with highest everything on and still the game stutters (even though the game is reporting 300+ frames a second).
I did everything the devs said. integrity of files, erasing v1,v2,v3 files so it can do it again.
I noticed the exclusive windowed mode minimizes the frame drops the most to just a few frames instead of like 10 or 15 constantly which is a huge win. (no matter the settings, even with everything off (and v sync taken into account)) has no bearing on my frame drops. My GF right next to me, with the baby computer RTX 3060 12 gigs is running the game flawlessly. Funny a computer 1/3 of the cost of mine is running it perfectly.
Out of curiosity what are you trying to set the frame limit to?
