"Dressed to impress" bugged?

Worn tons of hats, worn the cosmetic gear we get to craft, but still haven't got the achievement.

Am I missing something or is this bugged?

It's a bit confusing. The hats are not cosmetic (or at least don't count for the achievement). When you click the small arrow above your armor slots to change the dyes on the armor, there's a slot to the right of all the color choices. You can equip a different piece of armor there to apply its look over your currently equipped gear, and that's what gives the achievement.

I have an arrow on top of items... but they are greyed out to me and nothing happens when I click on them... what am I missing?

If they are grayed out and you can't select them, you probably are interacting with a crafting table or storage while having your inventory open. You'll want to stop interacting with everything and everyone, then load your inventory up. Only the player inventory should be open up when customizing cosmetics and color palettes.
