At random from fishing and gold chests you can find the capes and hood but there is no way to craft them.

You can find them in the game randomly as items. That said, the Razer DLC was only available for a short time sadly.

Here's to hoping Razer makes it a thing again. Because on this end it's the ONLY V Rising DLC I don't own D:

DLC just allowed you to craft them. They are still available as drops.
