Tier 2 Bosses are AFTER Tier 3 bosses?

We're playing a Brutal difficulty private world and I am very confused about the order of bosses. In our V Blood tracker, many of the tier 3 bosses come before their Tier 2 counterpart of the same element. Is this really intended? If so, why do guides online for bosses like Tristan (T3 Blood Boss) say to use Veil of Blood against him while Veil of Blood is T2, which comes so far after him that we can't even see who gives it yet? I see there is some kind of "boss randomizer" according to a single post on Reddit, but I don't see that setting anywhere. What is going on here?

This update changed a lot when it comes to spell unlocks. Veil of blood used to be the veil you started the game with, but they instead rolled its healing effect into all veils, so now it unlocks much later with its own changes. Boss order is a mix of all different tiers of spells to give players more variety in their unlock progress.

And the boss randomizer was a limited-time thing. I don't really remember when or why it happened, but it's gone.

t2 dont mean there are weaker than t3 or t3 dont mean there are stronger than t2. tristan is t3 but way weaker then other t2 or even t1 bosses in later areas.
and all the guides in the internet are just outdated and useless now in terms of "use that and that for this and this boss"
