If that's the case, using your veil is still the answer, but players will need to be smart about positioning so others won't need to waste their veil on dodging each others explosions.
Otherwise, your only other option is to basically anticipate it, since it's so fast it would be hard to do reactively, and use a counter/barrier spell to negate it.
Keep in mind that the summoned skeletons aren't such a good option for a boss like Kriig because he uses a shield that when hit summons his own skeletons and your summoned skeletons will draw a lot of adds this way.
The point is, different spells and weapon (with their different special attacks) are more useful against certain enemies. Try different things and see what works.
Me & a friend fought him and he sticked me almost 8 times in roughly 30-40 seconds. My veils/counters could not refresh fast enough. I ate almost all of his stickies because he was spamming them so fast that he wasn't even attacking, just sticking bombing.
Whoever let Brutal get past QA needs to be fired. Brutal has some serious deficiencies in it's design choices.

1)Do NOT use the veil to dodge the sticky itself. Use the veil when the sticky is attached to you and it's about 10-15% of the bar left before it detonates. That way you avoid the damage. Blood rite counters the Sticky completely. While I have not tested it, the Phantom Aegis should allow you to tank most of the damage and heal the rest with a Veil hit.
2)Kite him at max range, that way you can dodge the stickies with the usual sidestep against predictive projectiles. This does limit your damage options making melee weapons not viable, but this way you can use the spell slots for offense, rather than defense.
