Clive's Sticky Bombs
What's the counter to these? My friend and I got wiped a few times on Clive in Brutal mode due to his sticky bombs. The attack is unavoidable from all we can see. Our only response would be use to use Veil to iframe the explosion. But he keeps spamming it so frequently our veils are often still on cooldown and we can't avoid the damage.

There would be times where he would literally sticky the same player 3 attacks in a row. We thought the multiplayer scaling was causing him to bug and use it too frequently.

It must have to do with the multiplayer scaling if what you're describing is accurate. When I fought him solo, it was pretty clear there was roughly a 10-second cooldown on the attack, meaning veil was always available.

If that's the case, using your veil is still the answer, but players will need to be smart about positioning so others won't need to waste their veil on dodging each others explosions.

Otherwise, your only other option is to basically anticipate it, since it's so fast it would be hard to do reactively, and use a counter/barrier spell to negate it.

It doesn't hit very hard so I assume you're just supposed to sustain through it. He's pretty much a joke fight if you stick to range and cleared the area.
My solution was to use unholy spell that summons skeletons. He targets them for the most part and I don't have to dodge as much. It's still hectic with adds but if you keep at it and give him other targets to focus on, it's easier to deal with.

Keep in mind that the summoned skeletons aren't such a good option for a boss like Kriig because he uses a shield that when hit summons his own skeletons and your summoned skeletons will draw a lot of adds this way.

The point is, different spells and weapon (with their different special attacks) are more useful against certain enemies. Try different things and see what works.
Summon adds or dodge
I just timed my dodge usage to evade the damage, worked ok. You can mostly dodge them by faking him out too, but when you catch one, you can dodge the damage portion. :)
So there is something I've noticed about all AI; they anticipate where you'll be based on movement. If you're strafing left, they'll throw a projectile to where you'll be in a couple steps so that they can catch you. What you can do is whenever he starts throwing, walk to the left. The second the bomb leaves his hands, walk to the right. You'll need to be fast, but it's a way to dodge without a veil

I know this is necroing so apologies but I think the game is STILL bugged for this fight.

Me & a friend fought him and he sticked me almost 8 times in roughly 30-40 seconds. My veils/counters could not refresh fast enough. I ate almost all of his stickies because he was spamming them so fast that he wasn't even attacking, just sticking bombing.

Whoever let Brutal get past QA needs to be fired. Brutal has some serious deficiencies in it's design choices.
He does seem to have a very frequent use of the move. I just decided to cheese his move with the big rock in the middle and run around it while spamming range spells and crossbow Q.

Game gonna cheese, imma cheese back.
It is ok to cheese bosses on brutal.

I've done him several times on Brutal today. There are 2 strategies:

1)Do NOT use the veil to dodge the sticky itself. Use the veil when the sticky is attached to you and it's about 10-15% of the bar left before it detonates. That way you avoid the damage. Blood rite counters the Sticky completely. While I have not tested it, the Phantom Aegis should allow you to tank most of the damage and heal the rest with a Veil hit.

2)Kite him at max range, that way you can dodge the stickies with the usual sidestep against predictive projectiles. This does limit your damage options making melee weapons not viable, but this way you can use the spell slots for offense, rather than defense.
