Cant move stair case

i deleted my entire second story except for like 5 tiles it wont let me delete because "can't break path to ground"
i deleted everything attached to the stair case (except above)
no invisible foundations, unless the game puts them and i just can't see them.
theres a second staircase already going to the same floor
still can't remove this staircase.
