From certain bandit camps, usually the larger ones. When you mouse over things like camps that you've discovered on the map, it tells you which materials are commonly found there.

i did not know this.

also you will eventually unlock the ability to craft whetstone, im pretty sure.

Yes you can craft it, after defeating the correct boss. But yeah, pull up your map and hover over locations and it will tell you what resources it holds. Also, once you get minions, you can send them out to collect as well.

Yep, there is a camp with a lot of whetstones around the upper left side of the first zone. The 5th boss also gives you a crafting recipe for them.

The boss in question is Grayson the Armourer.
