Considering this game is Being Hotfixed almost every week, no.

SLS isn't interested in providing developer tools sadly, they've stated more than once in their blogs and interviews. Added Steam workshop cannot possibly work as intended as the majority of mods that do exist are server-side vs client-side integration due to the unique client/server manner of this game.
