otherwise I alternate between the Ice AoE since I found a nice gem for it early, or something more direct damage for bosses (the blood magic bolt you start the game with is pretty decent for clearing chip damage you take.)
im sure there's some DEEP math about the exact highest DPS combo rotation and setup but since im playing on any non-brutal mode difficulty the dual AoE spells seem to just be a solid pick since most foes will group up directly in front of you.
imo running around with 1 longer range offensive spell and 1 counter works best
it lets you pull things, do burst if needed and it lets you walk away from almost anything with your hide still mosty save
but double counter + weaponswapping yields the same effect (might even do more dmg)
Pairs very well with Death Knight and a Longbow when roaming. Clear camps from the safety of your own personal hedge.
Certain static spells like Ball Lightning also work well for mobbing, especially if you get the 'recast to detonate' jewel attached. Follow up with quick strikes from Axes or the Pistol rapid fire skill and watch the Static effects/chain lightning proc repeatedly on groups.
Generally you want something with the potential to quickly hit multiple enemies, or an entire group. This lets you end patrols in a few seconds. Don't be afraid to use Ultimates either, as the 2 minute cooldown is quite forgiving for PVE stuff.
Those would be : chaos volley, sanguine coil, corrupted skull and for ultimates chaos barrage/heart strike <-- pick any of these and you will have no regrets/be hard pressed to find smth better to replace them with.
As for a weapon&veil choice it depends on what you want as fast muti-hit capable weapons will benefit heavily from the storm dash(pistols,spear,slashers,sword,axes) while those that like to lean into slower heavy hitting weapons(mace, greatssword) would likely prefer the frost or blood dash and those that like to be at a long range to snipe with a crossbow/longbow or even whip may want to pick chaos or illusion dash in order to be able to easily jump multiple times from one location to another.
