Report a translation problem
The issue isn't that books drop in general, it's that they replace better rewards that should be the focus at that gear level (80+). By that point you should have sanguine weapons and a full set of T3 armor at least. You might still have books to get, but I doubt it's unreasonable to say that many people farming these events already have all of the books they need, and giving them duplicate researches of stuff they already have unlocked is basically useless.
That's why I specifically specified that it should either be an undiscovered research at a minimum, and if everything is researched the drops should just resolve to other items instead of something that is literally worthless to the player.
What do you mean? If they altered the loot drop table to remove books, and something always drops, then something else would drop in its place. I've cleared probably 50 incursion events by this point, and I haven't gotten a single one that didn't drop something when the boss was defeated. It could be possible, but I personally doubt it.
