Rift incursion 2 question

How do I get these to spawn? Im level 88 and the level 1's spawn (not exact numbers) 2/3 times. I have zero use for the smaller stygian shards. unless there is a way to combine them to make greater ones that i havent found yet? any suggestions?

Major/minor rifts duration and intervals depends on server setting , not much to say about those. And yeah there is way to combine stygian shards to greater stygian shards. Check your gem cutting table.
