Dedicated servers are on all the time, and can come in both official (run by Stunlock Studios) and unofficial (run by players). Official servers should provide no problems as long as you follow basic rules of human decency. Unofficial servers will see you subject to whatever the whimsy of the owner desires. Take note of any servers with scheduled resets on them, as everyone will lose everything when that happens.
Private servers are run by players, which can either be your own personal solo/online server, or those run by other players. These are only active while the game is running.
... so, exactly the same then. If whoever is a mod on an official servers deems you haven't been decent, whatever that means, you'll get kicked
