Dash to evade / and hit him post dash to heal.
Counter if you can't dash escape something.
This should help with reading his attacks, since this is low GS, low blood and thus the fight is much longer.
I've tried 80 vs 90 on Normal as well, and I've found out that in 86 vs 93 on Brutal Dracula still hits significantly harder than Normal.
Although your build is garbage, at 90 GS there should still not be any problem beating him.
If you still want to make your build work (I would scrap it), I'd swap chaos dash for either frost dash or blood dash, to either become tankier or heal even more.
the only change I did is power surge -> frost shield and amulet from yellow to green. double block helped on the things I can't avoid with just WASD, especially his dash + slash/thrust.
With pistols and frost dash. I can do a small dash with the E ability, and forst dash add shield. I have a build all focus on health recovery. So brute 100% blood. Hard but it works.
First part I can pass 100%. Second part I have some problem if has so much crystals and then came the falling swords.
