If you don't like your legendary just keep rolling on purple weapons until you get one you do like, I hate having rng systems like that same with the jewels etc, I would like it if they added a new refinement or crafting facility specifically for rerolling randomized stats on jewels or weapons
Yeah, I don't really get what they were going for with this stuff. For this style of game, it's just an annoyance, and feels out of place to me.
Considering that you use the level 20 epic weapon for the vast majority of the second half of the game, getting one that rolled a decent modifier and substats is actually pretty significant over a bad one.
Then they shouldn't be called Legendaries or use industry wide standard of Orange being better than Purple.
The stuff they do is great, the elements being locked to the weapon is not.
The sword is awesome, but it has condemn, where as with static it would be SO much better.
They are better though? You throwing a tantrum doesn't change reality.
They have guaranteed max rolls for their pre-determined attributes, therefore orange are better than purple. If you don't want the specific attributes that the orange gives, then you hope a purple rolls with what you want instead. You know, like the industry standard of unique/legendary items.
Now on the other hand, I love the bow. Its quite unique since multishot generates focus and then you can do a massive dmg guided arrow with a stun.
Im sad that it lacks an element though since I loved my old one that did weakness, which I paired with Wolf to stack phantasm + some rando heal here and there.

In Guild Wars 2, the main appeal of legendary weapons is that you're able to change their stats and passives at will, that's the reward in itself and it would be cool to be able to do something similar here too so that you're not pingeonholed into playing only that one legendary weapon because it's the one that fits your build.
Thing is theyr not all equally usefull some make very little sense/utility while others are top notch spot on as all theyr stats are providing amazing synergy with themselves and often times a spell school that enhances hem even further.
A few quick examples of excellent weapons : Mortira's Lament , Hand of winter , Cloud dancers , Thousand storms , Morning star , Red Twins <--alll of these are what you would call flawless weapons not one stat gets wasted on them and each individual stat works nicely in synergy with each other and even lean towards a spell school that is 'tailor made' for them ;
Take the Cloud dancers for instance : extra dash on secondary skill granting extra iframe and more aggressive repositioning options while priming the target with static ; tertiary skill can feed on static to get a storm shield that can also dish static to everyone around you ; then the weapon itself grants spell cooldown(so you can bring in even more storm school spells/ cast self buffs more often) MS&AS that assist with chasing around and propagating chain lightning for even more dmg.
Then we got the 'hall of the lame' collection : Wings of the fallen , Gravecaller , Endbrringers&Oaksong(these two can arguably be considered meh but serviceable) <-- these are a waste of time&resources to shop for and can fairly easily be surpassed by most randomly rolled epic weapon.
