Here you go. It's the smallest example of this at 2x3, but you can make it longer or wider with the same method. I went a floor below and filled out the walls to generate a roof. Then, I went up to the floor I'm on and laid down invisible foundation. You can go a step further and go up ANOTHER floor (which I can't do because I tested this on the third floor) and put more invisible tiles anywhere you don't want a roof. You can't checkerboard the roof this way, since there always has to be a ground connection, but you can start at either end of the sides and work your way along the length of the pathway and it will have another balcony above it, or you can use walls with a hollow space inside on the top floor if you want something solid instead of a walkway above. Hope the way I worded it made sense.
EDIT: As to not being able to remove the stairs, you're gonna have to have some sort of construction on the second floor for this to work. You can work your way from where the construction is to wherever the walkway is, but there's no way to do this without a ground connection on the floor above the walkway.
