Here's a not so secret elephant in the room thats existed since launch. This game sold millions of copies. There's only a few PvP servers with a couple dozen players each. Even if you used the most generous of inflated numbers for things like time zones, weekend-only players, private servers, etc... heck even throw in every PvP server thats ever existed and every player who's ever played the game in a PvP mode- The PvP population never made up more than 1-2% of the game's entire playerbase.
The other trend I don't understand about PvP that appears on every game that allows for PvP, (regardless if its the primary focus or not) is the fact that many PvP players aren't interested in the challenge of PvP combat, but rather the enjoyment of nuking someone back to the stone age and/or ruining their day. The developers go out of their way to put in disadvantages for agitators as a disincentive and the PvP players lose their minds.
