Where do i craft that outfit from the sinister evolution pack?

Pretty sure it's just the cape and helmet since those are the only 2 cosmetic slots which is craft able pretty early in game like cloth and copper level early

The DLC outfit is just the mask and cape that you can make when you get your workbench. The armour is armour that is already in the game, it is one of the higher level sets.

The Helm, right in your inventory crafting window.
The Cape, at the Tailoring Bench.
The Horse Saddle, at the Leatherworking Station.

The main image on the DLC page is just Dawnthorn Armor. The thumbnail is Hollowfang Battlegear, I believe. They're part of the base game, not the DLC.
