And check your temps maybe they are overheating.
Check you windows power mode setting, make sure its not on best power efficiency.
I doubt its a cpu bottleneck.
But if you install a FPS monitoring software, check for your 1% lows. If its being bottlenecked by CPU it should show there.
A 10600 will bottleneck a 40 series card to the tune of 30-50% dependant on configuration. There are tools readily available that will calculate this for you, you don't need to search your soul for your best hunch. As far as I'm aware there aren't any nvidia control panel toggles that will cause your gpu to leave half its performance on the floor like op is showing. That would be super funny though.
