I assume they will be top armour in game. If they were low end armour then you would not be using it for long.

even looking through console commands none of those things exist, Don't know if its the set.
Upon looking through absolutely everything I cant tell you that if anything its just a retextured Hollowfang/Merciless Hollowfang set. So I think the lighting they put that model under for the photo was just the most dickish way to showcase it cause it looked entirely new to me.
I have looked at pretty much everything and the only thing I could find out is that the armor in the image shown (The first image with the female vampire holding a mace) the armor is the Hollowfang set/Merciless Hollowfang set. They either retextured that armor just for that image alone or used a specific lighting to make the armor look like that, which my opinion is the most dickish way to showcase something because I thought it was new armor entirely. but as far as I know there is NO NEW ARMOR sadly. the cape looks different in the picture than it does in the game but it is the level 2 chemical stained cloak
They changed the way bloodmoon gear looks now. It was a whole lot worse in Legacy. There is another set you can get but you can only get it through console commands, but its basically a black/purple bloodmoon set, not too shabby if you ask me but the stats on it are pretty much non-existent since it only gives you health
