Report a translation problem
As in, you have a larger ground floor and a smaller second floor above(?)
When you build a set of stairs, you have to climb to the top and build floors one by one. If you attach the stairs in such a way that connect to the "top floor" of an existing structure, you still have to build floors one by one.
You can get around the problem of the Throne being too high by - if your second floor runs over it - using the Invisible Foundation (red tile) to create an empty space, which will make an indoor balcony over the tile below.
I do build mine like that but I doubt that's it. Most often this kind of thing is a bug or oversight by the devs than deliberate.
OP: you might like to check their official bug report board, linked in one of the stickies, to see if this issue has been reported yet or not. If not, why not shoot one in.
