Why Can't I Change Server Settings?
I am playing alone, on my own "server", but I can't change any of the "server" options like max stack size and whatnot at will? Why not?

when you start the game again in the "continue menu" on the right side you will see "Go to Directory" you will then open the location where the "ServerGameSettings.json" is located, to change server settings you need to add/alter the lines in there.
But the lines you did not touch are not shown in this file. so you have to add them yourself.

TIPP: If you start a new game just change all options to 1.0001 or something to make them all show up in the file. Note that after you press save they will all revert to 1 in the settings shown, but in the file they will all be 1.0001. so you can freely alter them.

In fact, I miss that option as well.
I don't want to edit a file, I want to be able to open the menu again.
With Conan Exiles I can also change it later as an adi/host.
Please add this option.

Steam\steamapps\common\VRising\VRising_Server\VRisingServer_Data\StreamingAssets\Settings ,you can find the full server file with all settings from there, just copy the ones you want to edit and are missing from your own server file and add them in. note that the lines needs to be in correct spot.

obviously don't just copy paste the whole file since that will mess up your game

Remember to have your comma's correct before you save the file and to put the lines in the correct order, I added the damage received modifier and forgot to move the comma, this caused my game to show up as corrupted, Moved the comma to the end of spell power and I could load in and it worked:
