Stairs on slopes

I can't place these stairs. It says blocked by environment but there's nothing there. The slope itself is just a static set of dilapidated stairs. I put down a path to the stairs but I can't place them.

A screenshot would help. "Blocked by environment" usually means there's a tree, a rock, or a piece of ruined castle somewhere in the grid square that's preventing you from building on it. You may also have to rotate the stairs into the correct position to actually place them. They don't auto-align to the slope.
