Report a translation problem
"Players may now freely build staircases allowing you to build a castle on multiple floors. Players may build up to 3 floors or 4 floors in areas that have terrain height differences. This is the default server setting but may be increased up to 6 floors on private servers. "
They didt pick 6 as a wow number, its likely the max number, otherwise its a odd choice.
Unless you mean this buy:
He clearly also said 6..

If you do not see HightLimit in there, you need to add it manually. Otherwise it is using the default setting of 3, even if there is no hightlimit listed
Edit: I forgot commas after "ServantLimit":#
Make sure if there is another setting above it that you give that one a comma after.
