What is the difference between "Server full" vs "No free slots for new vampires"?

Title. Friend is trying to get into the server and sees a variation of each error. We are to restart and get back in but our friend who has yet to get on is just dealing those errors.

Server Full is the amount of players allowed to be playing on the server at a time. Means it is at that limit and have to wait for someone to log off.

No Free Slots for New Vampires - Server has a limit to how many max can be on that server which is different from how many can play at once.

For instance a server can be set to allow say 4 people to play at the same time but can also be set to allow say 10 people to be on the server. So out of those 10 only 4 can play at a time.

I am not sure what the limits are for the Official Servers.
