By lowering every single requirement, sure, but that'd take away most of the point of playing the game to be honest. Besides, you still need crafting stations to progress through the various tiers and to craft upgraded gear.
You literally cannot progress the game without crafting and building, which was what the OP asked for.
He didn't ask about not using a base at all, just taking a time investment into it. So, lowering the one thing, the blood cost, and you are fine. You can up a couple % for the drops to make it a bit less grindy, if that's time cost as well. So figured he meant, build, but not, Rust for life gameplay it, just throw a base down, use the crafting, and play the game. so yea. just going by that. If he MEANT not use the base at all, then no, you can't, only to a point can you, cause there are item drops and such.
But you do need to invest time into the base building aspect, as crafting stations are a part of it. You also need to complete the tutorial in order to progress even more.
As i said, that's what he asked about, investing time into the base building. You quoted them but didn't read it properly? He didn't ask about 'using' a base, he asked about having to invest time into BASE BUILDING. Two different things. You can play the game without having to spend 'much' time into using your base, but you still need to use it in order to craft and upgrade in order to progress. However, you do need to build your base and you do need to build crafting stations and everything else through the tutorial, which means investing time into base building. Not that hard to comprehend, really.
That said, yes you can tweak the settings so that you can spend 'less' time focusing on the base once you're done with the tutorials and have completed the steps necessary to progress past the base building introduction. However, as i said, that kind of takes away the point of the game imho. This is not Diablo 2/3 where you simply play a character, run around and loot stuff for progress, far from it. It's designed with your castle and the day/night cycle as the main focus. After that comes thralls and farming/crafting even more, expanding etc.
In short, the game isn't designed to be played as a Diablo clone, apart from the combat itself. It's a base/resource/time management simulator with ARPG elements.
