Athenaeum and Library Flooring

I have an athenaeum on library flooring and its not getting any cost decrease.. is.. this working as intended?

Yes, the library flooring only affects the printing press.

Research Desk and Study also don't get any bonuses (even from being in enclosed room).

Probably the most Useless flooring out of all the floorings. Really just a Decor.
