1) One specific ring/pendant/amulet per tier does just that: reduce ability cooldowns...to that you can also add:
2)Some spells(like mist trance) that immediately reset one ability cooldown
3)high quality warrior blood reduces all weapon abilities cooldowns
4)high quality scholar blood reduces all spell cooldowns&provides the chance to recast a spell instantly(even 3 times in a row isn't all that rare(some spells have bigger odds then others to trigger it...))
At the peak of what is a proper build(not the amateur hour builds can't be arsed to do my homework you boys are 'bragging' about) the most down time you will ever have is about one or two seconds after fully unloading on smth.
There are folks out there that figured out how to beat the end game bosses while being frailed and 10levels below them and here you proud boys stand clueless on how to decrease yr frigging abilities cooldowns...this is just priceless

How can one find themselves in the cool-down state while we literally have standard weapon attack, 2 weapon skills, 2 spells and a dash?
This is probably the worst trend in gaming today aside from pay-to-win games, which I don't even count as real games. Pay-to-win "games" are simply digital money toilets for stupid people. So aside from that, the worst trend in gaming today is the substitution of real difficulty with simplistic handicaps. In this case it's absurdly long cooldown times. Other examples are instant death mechanics where you can just be walking along collecting resources or fighting mobs, and with no warning and no ability to negate or counter, something just pops out and instant kills you, or you get struck by lightening and die, or an invisible sniper from 10 miles away headshots you, etc. Or in certain trash racing games they will make your car artificially slower, or give the AI cars extra speed. Sure this is not as bad as some of those things, but it's a similar "shortcut" mechanic that adds nothing to the game and only superfically seems to make it harder. It's not harder, it's just playing with lead weights on my character.
It's like playing Tekken but i'm not able to use combos, and the other guy can juggle from any int.
I'm just waiting for the gem shop to pop up in the middle of the boss fight like "Tired of waiting hours for your abilities to reset? Buy this booster pack for $299 and we will throw in a bonus stack of grass. Limited time offer."
record your "slow" gameplay and show us or stop that BS.
