HOWEVER, one of the things you can craft in the tab menu is the empty leather canteen. Since that recipe is free, the tanning station always thinks it has enough materials to make them and thus will always be canteening.
I assume this is also a bug, as the tanning station should listen to the refining cost server setting, which is also bugged and just doesn't work, but the minimum you can attempt to set it at is 0.1, presumably to prevent auto-refining like what's being seen here.
If you're on a solo game you can go into the server settings JSON in the save folder, and then reset the crafting cost value to something higher than 0.

Edited this line:

to this:
"RecipeCostModifier": 0.1,
Now water canteens have a resource cost other than 0 and 0.
