So the silver reaper does more magic damage than the GS reaper?
Not exactly. Each point of level difference between you an the enemy affects damage by about 5%, maybe a little less. So the generals reaper, vs the sanguine reaper is a difference of 6 points. If you're 6 points below an enemy you'll be doing a fair amount less damage and taking more damage.
The math isn't exact. There seems to be a cap. I don't do 300 damage to wolves per hit for example, there may be diminishing returns in both directions. I'm not really sure. The end result however is that it'll be harder for you to keep up with bosses with the lower tier weapons.
If you max absolutely every other piece of gear out and use Brute blood you can run the general reaper and still sit around 79 power, but then you'd miss out on the insane bonuses of the sanguine jewlery. So realistically you'll be sitting on 76 power when maxed out with all the best spell power gear. Which is still really powerful.
