I would love this, or at least a blueprint mode in the game. That would be awesome!
you design and build a thing as the player

game slowly gives you the building options as you go, so you can't really be planned up in advance for building parts you don't even have yet or may not know exist yet
+
if you need to make changes to your build later on, like the game already made by design you will need to do, and the game penalizes you in building costs by not giving you back 100% of your costs when you have to tear it down and redo things.

that is not a fair design to the players, you are being unfair with them by design. The default settings should return 100% of the build costs.
OR you need to have a system that gives the player real agency over their build so they can be informed and planned up well in advance for what come along much later than their building begins.
This is currently an unfair cost system by design.
