That is true, people are blocking off / surrounding castles ruining PvP but this is PvE, just an idea also hard to implement, have some-sort-of neutral zone mechanic built into the game. Lets say, 50 tiles (from heart to heart) where a "contested area" warning notification would show, moving closer in to 30 tiles (from heart to heart) an "unable to build closer due to higher level heart" warning notification would show, with this idea in place the higher level heart would be classed as ruler or king and the (most likely) newer heart would be an encroaching enemy, the higher level heart can still expand but the enemy heart can't. this would end up being a complicated mess and reducing the border limit to 150 would have little to no effect on them but would affect how your own castle layout would look and feel.
Also true but what if, for example, i built that second castle as a new section of the main castle to house storage or a forge, someone with keys could simply take control of it and now you either fight to take back control of it (me ultimately losing cause bad at PvP) or clear out what you can leaving them with an abundance of resources and a now strong defensible section where they will restock and continue to seize control of a much bigger fortress the further along they go. All that hard work lost to some key wielding ♥♥♥♥.
How does any of the second half of your post make sense. You posted this about solo PvE.
250 is already too much for online multiplayer. But I agree, solo offline you should be able to landclaim as much as you want.
At the moment I have 3 Castle and have more than enough room.
