I think your looking for W Rising, it will release as an asset flip in a few years.
It could be VV Rising.
The wolf form, bear form, etc. are fine because it emulates stuff like the original Legacy of Kain game, werewolf is just losing the plot at that point - even VtMB made sure the Gangrel bloodline's forms were lumbering, hairy bat creatures instead of literally just werewolves
I half agree with you : they should keep the game as it is : full Vampire game.
But clearly if they do a sequel, VV-rising 2 or something like that, it could be very fun to bring werewolves.
You could make some kind of mirror gameplay :
-To vampires humans have different bloodtype (hunter, warrior, worker, etc...) but animals just have the "animal" bloodtype
To werewolves you could have animals with different boodtypes (wolf=hunter ; bear=warrior ; herbivore=worker and so on) but humans just have the "human" bloodtype.
-Vampire transform humans into thralls ; Werewolves bring (seduce ?) animals to their pack
-Vampires can build up in their castle (with stairs) ; Werewolves could build down in their den (with stairs ? Holes ? Magicky magic ?)
-Vampires have dark magic spells ; Werewolves have nature magic spells or even some kind of human technology (I'm sure someone can have a better idea)
I don't know what would be the equivalent of equipement to werewolves (can't imagine an armored werewolf) and the sun gameplay might be tricky to balance. I've seen ideas about some kind of debuff when the sun is up instead of burning or turning back to human.
But 10/10 would buy VV-rising if they go that way
